Let us break down exactly how the seats are distributed mathematically. Before a single exam is written the Establishment Division determines the total number of vacant seats across all occupational groups for that year usually between 200 and 300.

These total seats are then divided purely by percentages

Merit Quota 7.5 Percent

The Specialized Sub-Quotas

Within each provincial share mentioned above the seats are further sliced to ensure specialized representation

  • Women's Quota 10 percent of every province's share is strictly reserved for female candidates.
  • Minorities Quota 5 percent of every province's share is strictly reserved for non-Muslim candidates.

Important Note Female and minority candidates can absolutely compete and win seats on the standard open provincial quota if their scores are high enough. The specialized quotas acts as a floor not a ceiling.

2. Why Does the Quota Exist

The CSS regional quota system is frequently criticized but it exists for a profound socio-economic reason.

Pakistan has massive educational disparities. A student preparing for CSS from an elite school in DHA Lahore has access to the finest academies high-speed internet and massive libraries. A candidate preparing for CSS from a remote village in Balochistan or Rural Sindh often lacks basic electricity let alone digital libraries.
